would abolish the treaties, but, as Your Excellency
knows, the maintenance of the treaties, until revised
by negotiation, is the policy of his Majesty's Govern-
mont, and His Majesty's Consuls are occupied daily in
trying to secure the observance of the treaty articles
proced ing and following the om quoted above. If I
have to explain to the Canton authorities that they are
not entitled to the benefit of Article XXI, it may be
imagined what their reply will be when I press for
action under, say, Article XIX, which atates that it 13
the duty of the Chinese authorities to protect British
merchant vennels against piraten.
7. In addition to the case mentioned in Your
Excellency'ı despatch, of the woman charged with mana-
laughter, there are four other criminals whose extradi-
tion 1, now being sought, (see my danpatch No. 300 of
the 28th July). One of them in known in nongkong a3 a
notorious brigand, who has committed many atrocious
crimes, and if these men are to escape punishment over
a legal quibble, the effect will be deplorable. In
view, therefore, of the arguments advanced above, I
would ank Your Excellency if it is not possible to take
at least one of thene CA107 An A teat case, and try to
get it through the Courta under the present ordinance.
If not, then I can only way that the matter is so in-
nortant that ganction for the amending lagislation
should be obtained by telegraph.
